You cant mill Constrictor Grass nor Frost Lotus. Also unless Deadnettle, Goldclover, Talandra's Rose and Tiger Lily sell for less than half of Adder's Tongue, Icethorn or Lichbloom, it is a waste of gold to mill them. You would be better to sell them and buy the 3 top tier herb. So the only useful macro is /use Milling /use Adder's Tongue

Whiptail are the best if you are a scribe. They have the highest mill rate for Burning Embers, and give you a ton of Volatile Lifes. And it is also amazing because if you are the only one farming for them. If you use Gatherer or Gatherer2, for every 4 spots where there could be a Whiptail, there will be one up. Every time.
